In the packed full hall of the Serbian Association of Managers lawyer Mr Zoran Naumović as the keynote speaker, explained the concept of public-private partnership, which is defined as implementation of all known forms of cooperation between public and private partners that, through joint investment from public and private partners, lead to investment into projects of general public importance.
Presentations of lawyers Ivana Živković and Bojana Vujanović, highlighted the main aspects of the Law on Public-private Partnership and Concession enacted last year, including some aspects of joint venture, possible parties to these agreements, manner of project oversight and the like.
In the discussion and questions that followed, the lawyers explained the need for enactment of such piece of legislation primarily for attracting foreign investors that are now equalized with the domestic ones, as well as to provide enticement to bank to provide financing/co-financing for such projects.
At the breakfast, the discussion included the issue of providing quality services of public interest, legislative framework for transparent and fair tender procedure, harmonization with EU regulations, as well as harmonization with international standards and international best practices. Implementation of this law provides for an atmosphere of fair market game and equality of parties, which may only lead to prosperity of the state, has been concluded in the closing words of the Naumović&Partners Law Office.
